Dr. Shay earned his degree in Osteopathic Medicine from the Philadelphia College of Osteopathic Medicine in 1973. Following internships and private practice in New York City, Dr. Shay served as medical director at the Whitebird Clinic and founded the Walama Medical Clinic in Eugene, Oregon.

Returning to Pennsylvania in 1978, Dr. Shay has maintained private practice for general family medicine, nutrition, midwifery, acupuncture and preventative medicine.
